Fingal housing delivery has hit a milestone, with more than 22,000 new homes completed since 2015, according to the Central Statistics Office.
Decade of delivery reshapes the county
Over the last ten years the county has added 15,858 houses and 6,316 apartments, a mix that supports both growth and mixed‑use neighbourhoods. The surge in construction peaked in 2025, when over 3,600 new homes were finished, marking one of the strongest output years on record.
Mayor Cllr Tom O’Leary said the pace reflects “the energy and ambition of our communities.” He noted that the council is active on 12 sites and has partnered with builders such as GEM Construction, Cairn, Glenveagh and Ballymore to deliver 3,000 homes across three large projects. The mayor also highlighted the upcoming delivery of the 1,000th Affordable Purchase Scheme, emphasizing the focus on affordability.

Chief Executive AnnMarie Farrelly attributed the progress to “long‑term planning, careful identification of strategic sites, sustained investment and strong collaboration.” Her office points to a three‑year Capital Programme that earmarks €884 million for housing, the single largest investment area in the council’s budget.
Future projects and strategic planning
About 3,500 homes are currently under construction or moving through planning on council‑owned land, with several phases already completed in the past year. A recent amendment to the Fingal Development Plan 2023–2029 opens the door for an additional 5,000 homes, contributing to a broader target of 40,000 homes on more than 850 hectares.
While the numbers are impressive, the council’s approach aims to balance volume with sustainability. New builds are situated in well‑connected locations.

Roads, junction upgrades, active‑travel routes, parks, playing pitches and public spaces are part of the development package. Community centres, childcare facilities and recreation hubs are also slated for construction, ensuring families have access to essential services from day one.
